It seems that hair and feathers evolved separately, from different structures. Feathers are thought to have evolved from structures called “scutes” (not scales) found in reptiles; scutes are the components of turtle shells, crocodile skin, and similar structures. Hair probably evolved from different skin structures. Possibly from scales.
