Did God violate the law of conservation of mass/energy to create the universe?
Accepting for the moment your limited range of possibilities, it is logically impossible for God to violate a law for which He is responsible. God has created all that is. This includes so-called natural phenomena, such as the effect we call gravity. We assign it to the category of law because it is predictable in a wide range of circumstances. However, that is to define law based on our ability to see repeating patterns in physical phenomena. Because creation ex nihilo was, more or less, a one time event, defining it in terms of law is problematic. “Before” the divine creative event, we do not know whether conservation of mass/energy was occurring. Indeed, the ex nihilo event may have been a necessary precursor to establishing conservation. Therefore, your question seems flawed, because it assumes such a law was already in place waiting to be violated. Furthermore, as God “legislated” all such laws, He would have power and authority to suspend them at will. Else how can He be called G
