Large-scale outfits like the US Mafia are interested in big money; they will not bother with areas where there is no cash to be had. Cuba – all of it – is poverty-struck. There are not enough houses. The cars are all Neolithic relics running on dinosaur blubber. If you have eaten and have some change left, you are a rich man. The Mob is not interested in places like that. Nobody has any cash, nor have they access to anyone with cash, to steal from or hustle from. The Mob leaves that sort of area to the petty criminals (of whom Cuba has plenty) – they will move in when Cuba becomes prosperous.
