Did countries which fought wars after World War 2 implement evacuation plans for children and the disabled?

No because the evacuation of the English Children from London and other English Cities to North America and the US and the evacuation of the Jewish Children from Germany and Europe, The Kinder transport cause to much of a disruption to the children and their culture. Plus in the case of Yugoslavia ,Iraq or Georgia their was no place to sent them. The Idea of mass evacuations of cities and industrial centers will probably never happen again due to the nature of war.
