Did Congress ever officialy declare war for the invasion of Iraq?
No, there was no official declaration of war. Congress passed a resolution that authorized military force after all attempts at a diplomatic resolution had been exhausted (as a last resort). Unfortunately, Bush didn’t understand that “last resort” meant he had to try other things first, so he just started dropping the bombs without any plan whatsoever for what came next.
