Sounds like an urban myth. Never heard of this one. There are various claims for what was the first Chinese takeaway, the earliest ones date from long before Cliff was strutting his stuff on telly. As for John Koon, his family had been involved in Chinese cuisine since the early 1900s, and they owned various Chinese restaurants, so I hardly think he would have been inspired to open a takeaway solely by a request from Cliff. Some media sources claim Koon’s was the first ever Chinese takeaway, but a lot of the media has a heavy London bias and would not necessarily know about developments outside of London. It was certainly the first ever Chinese takeaway in London, at any rate.
