Arab countries did the best they could in 1995. Back then, clear commitment was made by NPT guardian countries concerning the formation of a nuclear-free zone. It was the countries safeguarding the NPT that passed this decision. Another decision was also made concerning the “universality” of the treaty. Unfortunately, nuclear countries continued to make deals with countries that haven’t joined the NPT.
