Did all delegates sign the declaration of Independence?
Two delegates did not sign. John Dickinson of Pennsylvania refused to sign because he preferred to reconcile the colonial differences with Britain instead of breaking away. Robert R. Livingston of New York did not sign because he had been recalled from the Convention before the actual signing took place on August 2, 1776. He had agreed to it in the voting.
