DCNRs mission is to do exactly what you want to do. Why shouldnt they own the land?
DCNRs mission statement reads: To maintain, improve and preserve state parks; to manage state forest lands to assure their long-term health, sustainability and economic useand to administer grant and technical assistance programs that will benefit rivers conservation, trails and greenways, local recreation, regional heritage conservation and environmental education programs across Pennsylvania.[4] The Governors office decided not to include this land in the States inventory for a number of stated reasons. These include the small size of the parcel and the limits of their funding to support the States existing parks. However, they are greatly supportive of the canyon parcel being deeded to the local municipality while they provide grant funding and technical support.
