data with regard to environmental protection and health hazards before issuing the permit?
Several appellants expressed concern regarding the lack of data regarding drainage, hydrological and soils surveys, and the construction and type of holding tank selected. Drainage Drainage concerns included the possibility of ground movement, the presence of an underground aquifer under the tank site, saturation of the soil surrounding the tank, the presence of a nearby storm water detention pond and possible damage to fish stocks in Morgan Creek. The Respondent did not dispute that environmental and health hazards did exist on this site. They agreed that the site was not suitable for an on-site sewage disposal system for some of these reasons. They contended that the installation of a holding tank, which is not an on-site sewage disposal system, would prevent any discharge into the environment if it was properly constructed and maintained.
