No. Unless otherwise stated the application stage requires a Bidder to identify and disclose all members of his Candidate Group. These may have less than a 10% participation in the bidder. 32: The definitions of Insider and Confidential Information appear to prevent Bidders from discussing their potential requirements with suppliers of equipment and services, and also from using an adviser (legal, financial or other) that is advising another Bidder. Is this correct?
