Not actual ovulation no, breast pain one experiences in relation to their menstrual cycle usually occurs in the second part of their cycle. It’s called Cyclical mastalgia which tends to get worse in the days just before a period. Ovulation happens mid cycle. You need to go and get this checked out with your GP. If this pain is present on and off all the time it is likely non-cyclical breast pain which is not related to periods and and will need investigating to rule out any causes. Sometimes this will just go away on it’s own, it’s likely harmless. But is always best to get checked out. If there is no underlying cause, topical/oral NSAIDs may help.
