Could someone jumping out of the twin towers be able to make a makeshift parachute easily?

I don’t know whether this is something I dreamed, or something I heard some time ago. Some large hotels in some parts of the world have rope ladders under each bed (folded up of course) in case of fire. I often wondered whether every very tall building should have some kind of escape route out of a window, in case of some devastatingg action that would now allow them to get out any other way. It would be worth the cost. If something similar had been available at the twin towers, I wonder if lives could have been saved. Working and living in very high buildings, should have some kind of option to escape from a window, either by ropes, ladders, parachutes etc. Sounds ridiculous? Yes, but is it really if one thinks about it.
