Yes. Virtually all ULFTs are designed to flush with 1.6 gallons (6 litres) of water. If they are not installed or adjusted properly, or they are assembled using different components, then they may flush with less than the 1.6 gallons they were designed for. Under-flushing toilets can result in poor performance and actually reduce the water savings because of the need for additional double flushing.
