Could parking spaces be set aside for small cars?
This might be possible but there are practical challenges. There is no real hard line between “small” and “large.” Already, a space between two large cars may be a de facto small car space. What about medium-sized cars? Twenty years ago, cars were smaller and guidance was for smaller parking spaces. It is likely that with higher gasoline prices, the trend may be turning back towards smaller cars. It is a significant investment to reconfigure parking spaces so this may not be the best time to do so. The Plan calls for market pricing of on-street spaces in order to improve availability and reduce cruising while looking for a parking space. Separating spaces into classes could cause more cruising.
