Some parts do, regularly. The river Quaggy regularly overflows its banks in bad weather particularly around the Lewisham area. I remember the Bermondsey area flooding badly about 20 years ago – it was a combination of heavy rain and high tide causing the storm drains to not be able to cope and the excess water came up through the drains into the streets and some of the ground floor flats along Jamaica Road flooded. I can also remember the Effra – one of the ‘lost’ rivers of London flowing along the aptly named Brixton Water Lane when I was a teenager. There is an excellent book called ‘The Lost Rivers of London’ which has probably been out of print for years now which gives a lot of information about flooding on some of these rivers in the earlier part of the 20thC. I seem to remember that it mentions that the reason Green Park is so called and often gets so muddy in winter is that one of these rivers used to run through it!
