No they cant. Synthetic-aperature radar is used on modern fighter jets to allow them to get them a “picture of the ground”. “Synthetic Aperature” is a mode of radar. In this mode it picks up all the signal that was emited and processes the returned signal to make a “visible picture” so that for example an F-16 jet fighter can use it to detect targets and attack them.
