Our role is there to protect the child and to secondly then do what might need to be done in order to keep the family intact. Keep them together,” said Frances Lanigan, the Oswego County Social Services Commissioner. “They visited her home three times. They didn’t find any cause to pull her out of the home, but that’s a pretty high standard,” said Assemblyman Will Barclay. “And frankly, they may be correct in that standing, but clearly something did not go right here and if the laws were followed, m
