Could Congress pass a law removing abortion and school prayer?
Congress can pass ANY law they want. If the President signs it, it becomes law. But any LAW, even one like that, would be subject to the Supreme Courts interpretation on the Constitution, and declared unconstitutional I think what you are thinking of, is a constitutional amendment. Congress would have to specifically amendment the constitution to allow abortion. They could not ban just prayer just in public school. . That would have to include prayer in all public places. It would not cover private school however. Just like I am not covered and do not have freedom of speech in your private home. To amend the constitution, Congress proposes the amendment.
