Could AV damage our democracy or rather develop it?

Well technically it is more democratic. Personally I am against AV because of the cost it will put into the economy. For example an election would be around 15x more expensive than usual because of the amount of times they will need to be counted. Also it will result in more hung parliaments and coalitions which will degrade the effectiveness of the government. I accept that you will have smaller parties in government which on one hand is a good thing but on the other hand it means it is very difficult to make a decision in the government. An example of this is Weimar Germany. It was one of the most democratic systems but the government completely failed because of the way it was run.
