Could a department still install WISC software even if they never purchased any Microsoft WISC media from DoIT before 7/31/2003?

Yes. DoIT will continue to sell WISC media after 7/31/2003, and departments have the right to install it on any systems as long as the campus does not exceed the number of licenses which we receive at the old contract termination.
