When is a tax not a tax? The question being presented is whether or not Government can tax toll fees. Everyone is in agreement that the very definition of toll means it is already a tax. Can we also be in agreement that this toll fee, by the nature of the reconstruction of those highways— build and operate schemes, would naturally go as payment for their construction. Ergo, they are more payment for services rendered than taxation by the government. The BIR in my humble opinion also needs to give something back to the hardworking stiffs. In humble opinion, it needs to seriously rethink Income Tax. Remove it for people earning less than 50,000 a month. That frees up the teachers, the police, the soldiers, and the employees working in Makati. These people have been doubly taxed for years.
