The House narrowly approved a 90 percent tax on bonuses for AIG and other financial firms that received bailout funds last fall, despite a fevered protest from conservatives who tried to fight the tax increase, it affects every one who received bailouts and gave bonuses. I have read several legal sites on Constitutional Law, non say anything on the “Bill of Attainer” there is absolute silence about it.
