It is not necessary to obtain alternative quotations for the Schools Recruitment Service as the Department has already applied a competitive procurement process to the selection of the supplier. A contract notice was placed in the Official Journal of the European Union (OJEU) in May 2008 and over 60 expressions of interest were received. Through the application of rigorous pre-selection criteria, the Department received a number of highly competitive bids, from which Tribal were selected as the winning supplier. Under the terms of the framework agreement that became effective on 12 May 2009, local authorities and schools are able to contract with Tribal Resourcing without the need to apply a further competitive sourcing process.
