Moon first – nearer, easier, cheaper. Mars later, but the settlers will still live in habitats. The prospect of terraforming Mars is rather unlikely, and would be a long way off even if possible. Before then we’ll have a presence in the outer planets – Ganymede could be a useful base from which to coordinate ‘scooping’ hydrogen for fuel from Jupiter’s atmosphere. Mineral extraction from asteroids is also a possibility. And one day, maybe the nearby stars…?
