You have not said if the rad is upstairs or down stairs or pipe config (on a drop or straight up). But try the things below, hope it helps. if you are getting water out straight away the rad does not need bleeding. Turn all the other rads off and turn the heating on if there is an air lock that should clear it. If you still have no joy and are certain that the rad valves are fully open it could be a faulty valve. To check the valves turn them both off and drain the rad, disconnect the valve from the rad and place a bucket or bowl under it and turn the valve on. If you get water out valve is fine, if no water valve faulty. You will need to drain the system to change the valves.
