Can we just make up unique names for objects that require ids?
We decided to attempt to limit this practice for low-level structures (those which have id fields) to avoid confusion for downstream applications. Elements which do not have id fields typically have name fields (such as cells and histological features). Also, many elements provide a mechanism for including the element in one or more groups.
