I don’t know whether other programmes can also have the same effect, but I’d advise that you try & undo any recent changes you’ve made to your system by uninstalling any new programmes, one at a time, starting with the most recent. After each uninstallation, reboot, then have another go at setting a restore point. Hopefully you’ll be able to identify the culprit.
