NEVER NEVER NEVER use cedar! it has very strong aromatic oils in it that is too harsh for the sensitive respiratory systems of birds/fowls. Get rid of it immediately and use Aspen. It has no oils/odor and is safe for birds & rodents. This is probably why your duck is during his head like that, the smell from the bedding is smothering him and he can’t breathe properly.
