Theoretically yes. But they don’t need to. Remember, cell phones are only half the package. Cell towers are the other half. And they can get a fix on any given person’s location using triangulation and signal strength. In fact some of the newer cell towers have rectangular antennas as opposed to the old dishes. These new antennas are capable of multi-lobing (it’d take too long to explain what lobing is) which allows the computers in the tower to direct the cell tower’s signal to a PARTICULAR ANGLE.
