Munsell N9.5 would be a very highly reflecting white paint that will probably be hard to obtain. It would have an L* value of approximately 95, a chroma, C*, of 0, and an undefined hue (since it is neutral). I am not sure how hue is handled in RAL, but I would suspect the RAL designation for this white would be 0,95,0.
