Yes, you can. We actually did this at a video store I worked in. We had a broken off bulb like you desribed and I went up to the grocery store and bought a potato. We cut it in half and stuck it to what was left of the bulb and then turned it. It came right out and there was no mess because the mess was in the potato. LOL. We thought it looked funny though on the expense report for that month that money was taken out of the register to buy a potato. It’s a good idea though to turn the breaker off to that light before doing this.
