As I understand is, Federal regulations require cable and telecommunications companies providing internet services to offer just the internet services to the customer if the customer so desires. You may have to specifically ask for that option though. In my case, AT&T charges more if you don’t buy a package deal. So much so that it makes it impractical to consider different services from 3 providers.

Absolutely. It’s called cable internet. That’s what I have and I don’t have a home phone either.
