CHP: Who can be a LAR is up to the IEC. IN general terms IEC’s accept as a LAR the parents, a parent, first and may take a grandparent in some cases of a court appointed legal guardian if one exists. The impartial witness is anyone with no conflict of interest – which covers a large field. They can hav no interest in the study or the SP.
