Can you paint over DRYLOK paint with latex semi-gloss paint?
You can paint anything with latex paint. The key is to make sure you have a primer that will stick to the surface you are painting. I will paint anything that I can get my hands on and I have really liked Zinsser Cover Stain primer. This primer will stick to anything and you get a great looking top coat with latex paint. It is available at all of the big hardware stores and it is not very expensive. This is an oil based primer but the latex paint adheres to it beautifully.
