Can you make vector images on Photoshop Elements 2.0?
Yes and no. You can use Shapes/Custom Shapes along with the different ways to join them up in the Options Bar but there’s no node editing or any of the other typical tools available in vector graphics programs. If you want to add color, styles, etc. to them, they have to be converted to raster images. You can download and install additional shapes to supplement those included with the program to give yourself more options/flexibility but it’s still the long, hard way to create vector images. If you’re interested in creating vector images and don’t have the $$$ for CorelDraw or Illustrator, try Inkscape. It’s open source, free and a new version has just been released.
