my answer is no. To make beaver tails correctly you do need yeast. Well if you are talking the fried dough from the fair…yes you need yeast. I have made fried dough by using frozen (and thawed) bread dough…or use those canned biscuits. The only dough I think that can be fried without yeast is like fritter batter…but its batter not exactly dough Give it a go, make the recipe how it should be with yeast in it.
