Absolutely. Girl Scouts is not structured like Boy Scouts, where you have to earn your way from level to level. You can join Girl Scouts at any age. The top level awards in each level is based on work that you do IN that level — there are no “pre-requisites” that have to be carried over from the previous level. For example, a Junior can earn the Bronze Award. Cadettes (or whatever they call them, now) can earn the Silver Award, but you don’t have to earn the Bronze in order to do the Silver.
