Competition suits do not come with padding of any kind. Padding causes drag by taking on water like a sponge and slows swimmers down so that’s why. You don’t actually need pads. If you find that you’re really self-conscious about your body then buy a fully lined competition suit or a conservative water exercise suit. The aerobic water exercise suits are designed for older ladies – they don’t look too different than racing suits but come with padding, shelf bras, and are generally fully lined. Competition suits mostly come with lining in the front but you can get them fully lined. The truth is that the beach is for checking people out. At the local pool people are working out so no one is really looking. Be confident in yourself as you walk across a pool deck.
