If the frictional force is doing work (that is the object is moving) then the work done by friction is always negative as friction opposes motion. Example a block is sliding to a stop. The friction is doing negative work. In some cases friction is doing no work. You are pushing on an object and it is not moving because friction is applying an equal and opposite force to you.
