As has been pointed out, an IP address can point to a router rather than directly to the PC. Beyond that however, it depends what programs they’re running and what OS they have. The more “server” programs that are running, the more likely it is that one or more of them have a weakness that can be exploited. Windows is notorious, partly because there are server programs that can’t easily be turned off, like shared folders and printers. If it has IIS or SQL Server installed it gets worse. Also, People who use weak passwords can render any system vulnerable.
