you can’t Ho-oh and lugia are special distrubution pokemon in leafgreen and firered, you need the mystic ticket, if you have mystic ticket, go to the ships where they sail to sevil island (after 7th gym and national dex) but sinse they are old games, nintendo doesn’t do special distrubutions for them anymore another way is to cheat, get heartgold and soulsliver (they are not out yet, they will be out in japan on the 12th of september or trade..
