Well the compound which tends to have the lone pair of the nitrogen with nitrogen itself is more basic. ie the lone pair e should remain with the nitrogen atom .This is because basicity is the ability of a compund to donate electron lone pairs .So if the e is not on the nitrogen there is no chance of donation.
