Can you explain section XI in article 2 of the Philippine Constitution?

Article II, Section XI of the 1987 Constitutions states and I quote, “The State values the dignity of every human person and guarantees full respect for human rights”. We have a Constitution that clearly recognizes that the human person is the end and purpose of every social organization. Implied in this principle is that the State must serve the human person (and not vice-versa), who is made in the image and likeness of God, and that the human person possesses such rights of which he must not be deprived. Thanks!
