You really should not thaw fish or any other meat in the same pan that you will be cooking it in. Raw meats, particularly fish and chicken have bacteria that could make a person ill if consumed. To guarantee the hygiene of your cooking station, thaw the meat in a separate bowl, rinse, prepare and then cook in a pan.

No, you cant cook it in a pan and have it be worth anything. Now, however you can bake the fish at high heat or broil from frozen..Just season the fish normally and rub with a little olive oil to keep it from drying out as it cooks. As long as the fish isn’t real thick it will cook perfectly.
