Can we use the GPC card to pay a speaker for conducting a course?
A. Yes, with constraints. The total amount of the courses you plan can’t be more than $2500. If the speaker charges $1000 per course and you plan two courses, you can use GPC. If you plan three courses you must go through Contracting. However, if you hire them for two courses, then later in the year decide you need them to teach another course, this is permissible. It is not a split purchase since it later became an additional requirement. Just be careful you are not trying to circumvent GPC regulations in your planning. Q. An employee/soldier is going TDY to a course in a month but must prepay the course now. If he puts it on his travel card, he may have to pay the credit card company before he even goes TDY. Can we put it on the GPC card? A. If a government employee is going TDY and must pay for a course, if the course must be prepaid, and the lead time is such on this that the travel card will be billed before the traveler can get reimbursed, then the purchase may be put on the GPC
