Yes it can. It takes a long process but it is possible. As for it being an inalienable right, that all depends A) on what you think rights are, and B) The process of the US constitution. Regardless of whether it is a right at all, the US constitution can only impact the federal government. So the amendment does not give a right, it merely prevents the US govt from doing something. So if you take it out, it merely takes away a stone from the path of the US govt. Rights are a theory developed over time. They started in the battle between the English parliament and king, the king did not have absolute power, but enough to keep him king, unlike others. They are not god given, or anything like that, they are man made and fragile at that. But anything can be taken from the constitution, there is a process for amending the constitution and no part of the constitution is safe from that process.
