Can we take a character from another LARP or Non-NERO Rule Book Campaign and transfer it into a NERO Rule Book Campaign as a NERO character?

No. NERO prohibits non NERO Characters from Transferring into NERO Games. Likewise, Characters from Campaigns based upon the NERO rules such as Dark Legends of the Shadow Realms (DLSR), Wildlands, & Crossroads may never transfer into Tyrran Campaigns or vice-versa.
