Can we still become an Alliance member if our facility is already working with a provider to design and install a wireless broadband system?

Yes. The only requirement is that the wireless broadband system be neutral/open. After a grant is awarded, each facility will have input on which wireless broadband provider to use. The grant is for the funding of that system.
