Can we reduce or increase the size of the windows including the Message Center?

The sizes of the various windows within the application can be increased or reduced by moving the edges of the windows appropriately. The Message Center window can also be increased or decreased in height by moving the upper edge. However, the Message Center cannot be moved away from the bottom of the screen.
